LHPG Code Published in Illinois Register August 01, 2014

I have not done an in-depth evaluation of the rules yet but 2 issues came to my attention:

615.320 (b)(2) The local health department shall maintain current Current listings of names and addresses of all non-community public water supplies shall be maintained, and the Department shall be notified, on forms provided by the Department, within 30 days after the date that the local health department becomes aware of any address or ownership changes.   -This has always been an issue and not feasible since IDPH maintains the list of non-community water supplies.  The only list we receive is the Quarterly compensation report which lists the transient non-community water supplies, it does not include the transient non-community water supplies.

615.320(8) Inspection of new closed loop wells or water wells.
(A) The local health department shall inspect At least one inspection of all new closed loop well systems at least once during the construction process and shall inspect all new water wells for which a permit has been issued shall be conducted. -Closed Loop wells can be constructed very quickly making it difficult for LHD's to do inspections during the construction process.  Scheduling to accommodate these inspection will be very difficult if not impossible to do for every installation.
