Topics of interest from this months meeting.

1. Rulemaking to remove grading system and define repeat violations in the food code anticipated to be published in the Sept Illinois register to initiate the JCAR process.  This means the rulemaking will not be finalized by Dec 01, 2018.  Suggestion by IDPH for LHD's to proceed with implementation of new inspection process utilizing the FDA Code and Inspection form to proceed prior to adoption of final rules.

2. HB2510 ( Allergen Safety) will require an item #58 to be added to the inspection report as a core violation for LHD's to evaluate and enforce.  Rule changes to come for this.

3.  HB3684 (Food Manager Certification) will eliminate the need for a state certificate and registration of proctors and instructors.  Sections in the current food code to be removed and reworked to mirror FDA Code.

So summary a code change will be published in Sept with a 2nd Code change early 2018 to address the allergen certification requirement and certified food manager changes.  Guidance from IDPH to come regarding the Allergen and FSSMC changes.  No date.

4. SB0312 - (catfish Labeling in restaurants) addresses menu labeling of products containing catfish and establishes a complaint system.  Guidance from IDPH to LHD's to follow.

5. IDPH inspection technology is coming out with a new version.  Still working to pilot the retail food inspection, tanning, and body art portion of it with LHD's.  No date mentioned.

6. Farmers task force has no members on it since all their terms expired.  IDPH working to re-establish members to get the task force meeting again.

7. Food symposium has a meeting between IDPH and LHD's on the 2nd day for a Food Program review summary and LHPG standards update.

As always if you have a question or comment regarding the meeting post here for the community to respond or discuss.

thanks for the updates! So, Donnie, which State Inspection form is most current, or rather which one should we be planning on? and is it December 2017 or 2018 for final date? Thanks

Jane,
LHD's have until July 01, 2018 to implement the new code and inspection system.  There has been no mention of changing that implementation date.  As far as the inspection form I have not seen the one that adds item #58(Allergen certification) yet.  Most likely will not see it until September.  I have attached the last version I have with the grading system removed without item #58 in my original post.

The one attached here with an Item 58 that can be added later I guess.  At this point I am as frustrated as anyone over this whole process and the time it is taking.  Voicing this frustration does nothing to advance the point with IDPH.  I guess the forum to do this next is the Food Symposium.  The discussion may be limited to Program Standards and Review with the same mumbo jumbo of indecision similar to a LSD induced state of euphoria.

06/29/2017 Food Safety Advisory Committee Meeting Empty Ad Hoc MTG LHD & FDD on LHPG Reviews and Standards Update

Post by Guest Tue Aug 01, 2017 10:41 am

First, thanks for your help! As we look towards attending the Food Safety Symposium, was interested in preparing for the Ad Hoc mtg scheduled for Weds AM

Are there any backgrounders or agenda for this meeting?

Did we get any notice of how many lhd's failed their food reviews?

Are there any written proposals or documents we should review?

IALEHA worked diligently in years past to arrive at a "state" where our expectations for LHPG requirements were clearly set out the year end PRIOR to review work. And actually all, lhd's were to have been copied in at this time on significant or critical elements.

So if you could forward, share or reference any documents we should be looking at, please advise so we can make to best of this meeting opportunity.

Jane
